I remember reading that rabies incubates for as long as 1 year. My current understanding (and I have to read up again) that the transmission of disease could happen from the smallest of skin punctures from a "play bite". that from an animal that does not look like an enraged Stephen Cujo and presents no symptoms
On that understanding, when Mr D was bitten we did not wait to see if the dog was rabid and got him treated with that 1 immediate shot and 3 follow ups. That was several years back, it was quite expensive - more than roadster would have costed. Worse there was also uncertainty about the vaccine because it could have been spurious or non active because it was not stored properly. That was not fun I can assure you.
Clearly there is something else wrong here besides your logic. Who is responsible for that diseased stray. Who is to either kill the bloody beast (like you would a man eater) or make sure it was vaccinated/ immunized if it is to run around where you live ? The feeking clueless animal lovers who will protest all/ any control ? Meh! (Which is not to say that the bitten person should not care for him/ herself.)
